Also known as Martin's Bar. The launch is the sand river bank. The sand is soft and loose. Traction may be difficult. The access has a moderate grade and is probably most suitable for hand launching and smaller watercraft. No designated disabled parking. Site is primitive with uneven and rough roads. Several piles of garbage have been dumped at this site. This site is used by off-road vehicle users also. The Port of Woodland is seeking a new public launch to replace Martin's Bar. The 17th Street Dock is part of the Astoria Waterfront, which receives a fair amount of local and tourist foot traffic. It is located next to the Columbia River Maritime Museum, and is where visiting cruise liners and other ships brought in by the Museum are tied up. Previous visitors include the Sea Bird and the Empress of the North. The City of Astoria is in discussions as of 2020 to lease the eastern portion of the dock to American Cruise Lines.
