Dalton Point is a free, day-use site maintained by Rooster Rock State Park. Depending on water levels, the best launch is probably the wide, two lane, older concrete boat ramp. Phoca Rock and Cape Horn are both easily accessible across the river from this site, but beware winds and commercial boat traffic as you cross.
